At what angle does the light leave the water?

A diver shines a flashlight upward from beneath the water at a 39 degree angle to the vertical. At what angle does the light leave the water?
How would I figure this out? Any help is highly appreciated!

LED flashlight question?

Just curious, I've been told that you should shouldn't shine an LED light directly in  someone's face since the light hurts their eyes.
But one thing I thought about though...would using an LED flashlight for candling harm a bird still developing in an egg?
